Small Business Grant Program
 

The Town of Miami Lakes considers small businesses essential to the economic health and prosperity of our community, and in response to the unprecedented COVID-19 financial consequences, the Town has created a “Small Business Grant Program (SBGP)” to provide aid for three economic hardship programs specified below.
The SBGP is available due to the collaboration between the Town and the Miami-Dade County Cares Act funding. Participating small businesses will be encouraged to apply for a one-time assistance grant of up to $10,000 for allowable specified COVID-19 related expenses.

Program Overview
The Miami Lakes Small Business Grant Program is intended to assist Miami Lakes small businesses with the following three economic hardship programs:
o Loss of revenue – assistance with period-specific loss of revenue up to $10,000.
o Rental Assistance – aid with delinquent rent payments up to $5,000.
o Mortgage Assistance – aid with delinquent mortgage payments up to $5,000.

Total funding available to award under this Program is $540,370. Applications will be accepted through December 4, 2020 (see timeline) and reviewed on a first-come, first-ready basis until the program funds are expended based on program eligibility. Businesses are encouraged to submit their applications promptly and provide all required documents to be considered eligible based on the criteria below

Eligibility Criteria:
• Demonstrate and prove loss of revenues, delinquent rent, or mortgage payments. See requirements below.
• Business address MUST be located within the Town of Miami Lakes.
• Must have a current Miami Lakes business tax receipt (BTR).
• Must have been in business within Miami Lakes as of March 1, 2019 for loss of revenue program ONLY.
• The business MUST be open and operational at the time this application is submitted.
• Consist of 20 or fewer employees (including the business owner).
• Be in good standing with the Town’s Building, Code Compliance, and Finance Departments before March 1, 2020.
• No duplication of benefits – this means that the business did not receive funding assistance from any other source for the same program and period. However, if the business received CARES Act Paycheck Protection Program (PPP) funds or an SBA loan, they are ELIGIBLE to apply for additional expenses.

Documentation Requirements by Program Type:
For Loss of revenues: (Applicants are encouraged to apply for loss of revenue to maximize grant award)
o Applicants with the highest loss of revenue will be given priority for grant award until funds are expended.
o Monthly bank statements from March through August for years 2019 and 2020. Bank statements MUST be in the name of the business.
o Aggregate revenue from March through August of 2020 MUST be at least 15% less than the same period in 2019.
o Submit documentation to substantiate the expenses related to business interruption up to the value of the grant requested in the form of statements or receipts or invoices AND cancelled checks.
o These expenses may include rent or mortgage payments, utilities, PPE equipment, inventory spoilage, modifications to enhance social distancing or other cost directly related to COVID19. All expenses need to be incurred and paid between 3/1/20 and 12/4/20.
o 2019 Tax Return.
o W-9 form.
o Latest payroll register showing paid employees.

For Mortgage Assistance:
○ Mortgage must be in the name of the business or registered business owner.
○ Mortgage must be for a commercial property.
○ Mortgage Statements showing paid in full status as of February 2020.
○ Must be at least three (3) months past-due at the time of the application.
○ W-9 form.
○ Current statement showing outstanding balance and/or arrears.
○ Payment instructions for mortgage holder and any necessary account numbers.
■ Funds will be paid directly to the landlord or mortgage lender.

For Rental Assistance:
○ Lease must be in the name of the business or registered business owner.
○ Lease must be for a commercial property.
○ Signed, current Lease agreement.
○ W-9 form.
○ Statements showing rent was current as of February 2020.
○ Must be at least three (3) months past-due at the time of the application.
○ Please provide rent notice or letter from Landlord, or eviction notice. Landlord will be contacted.
○ Contact information for Landlord, including business address and phone number.
■ Funds will be paid directly to the landlord or leaseholder.

How to Apply:
Eligible small businesses may submit a completed application and supporting documents via email to sbgp@miamilakes-fl.gov.
● Only one application per business/business owner is permitted.
o More than one application submitted for the same business, business owner, family member, or partners will not be considered.

Timeline:
Application Opens: November 18, 2020
Application Deadline: December 4, 2020, at 5:00 pm
Review & Award Recommendation: December 7-11, 2020
Begin Fund Distribution: December 14, 2020

Program Award and Compliance:
Upon verification that the small business is qualified, and criteria are met, the Town will issue payment to the small business or directly to the landlord or mortgage lender, for the amount qualified or a maximum program amount.
