Use the payment tool below to select your Special Taxing District and item. Prices shown include applicable credit/debit card processing fees. After completing your payment, please return to this form and check the “Payment Completed Via PayPal” box below to confirm your transaction.
Please note: In accordance with Resolution No. 26-158 and Florida Statute § 215.322, applicable credit/debit card processing fees are passed through to the customer. These fees are charged by the third-party payment processor and are not retained by the Town.

Prices listed below already include processing fees and match the amounts shown in the PayPal payment tool.

- Royal Oaks Section One (West): $36.51 per device.
- Royal Oaks East: $36.51 per device.
Smart Pass Fee
- Miami Lakes Section One: $26.22 per device.
Vehicle Decal Fee
- Royal Oaks Section One: $5.64 per decal.
- Royal Oaks East: $5.64 per decal.
If any new click card or smart pass fails within the first 90 days after issuance, it will be replaced without charge. Vehicle decals that are defective at issuance or fail to adhere properly will be replaced without charge; replacements for lost, damaged, or transferred decals require a new application and payment.
All new and additional vehicles require a new application.
In order to process your application, you must submit the following items:
Your completed application. Property owners only. Residents who are renting the property are not eligible to apply directly. Renters must contact their landlord; property owners may request residential lane access credentials on behalf of tenant vehicles through the Town’s established process.
Proof of property ownership in the applicable district. Submit one of the following, showing the owner’s name and the district property address:
- Home Warranty Deed
- Recorded Deed
- Closing Statement (for recent purchases)
- Current property tax bill
Legible photocopy of the valid vehicle registration for each vehicle listed. The vehicle’s registration must indicate the property owner’s name and the DISTRICT address. If the vehicle registration does not reflect your current district address, submit the registration plus one of the following documents showing your name and current district address:
- Homeowners Association Approval Letter
- Driver’s License
- Vehicle Insurance Information (current declarations page)
- Home Lease Agreement — acceptable only when the applicant is listed as the landlord/lessor (not the tenant)
- Closing Statement
- Home Warranty Deed
- Tax Bill
- Current utility bill
Valid government-issued photo ID. Required in person at pickup. Credentials will not be released without a matching photo ID.
District-specific notes:
- Royal Oaks Section One issues Blue decals. Royal Oaks East issues Green decals. Credentials are specific to the resident’s district and are not interchangeable.
- Decals must be affixed to the front windshield of the registered vehicle.
- Vehicles displaying a valid resident decal will be recognized as resident vehicles and may be processed without license plate photography.
- Additional or replacement decals, clickers, or smart passes require a new application and payment of applicable fees.
- False information, duplication, or unauthorized use of decals or access credentials may result in denial or revocation of issued credentials.
Pickup location and hours: Town Hall — 6601 Main Street, Miami Lakes, FL 33014 Monday through Friday, 9:00 AM to 5:00 PM
Important: Applications must be reviewed and approved by Town staff, and payment must be submitted in full, prior to pickup. No exceptions. Do not come to Town Hall to pick up credentials until you have received approval confirmation and your payment has been processed.
